This is a vital component to the upload/management process on sumo, so I figured it should get its own bug. Having a working webdav library is necessary before the front-end for uploading screencasts can work. 

For why tiki needs a webdav library, please refer to bug 489801.

So, as you know, webdav support in PHP is spotty. I ended up using a stream wrapper from PEAR (which tiki has support for) and then added a tiki library on top of it. In this initial run, I've just added what was necessary.

I sat on this for three days, and it seems to do what it's supposed to during local runs. Another set of eyes would be great, however.
