After I set the zoom level to any level then restarted SeaMonkey, the zoom level resets to 100%. When I created the new tab, the tab bar shows. But when I restarted the browser, the tab bar won't auto-show even I don't make any new tab.

How changes you the zoom level?

New tab display after restart Browser - Edit -> Preferences -> Browser -> Tabbed Browsing -> Hide the tab bar when only one tab is open

To remember zoom levels including site specific zoom levels please install the NoSquint extension from <http://xsidebar.mozdev.org/modifiedmisc.html#nosquint>

Unfotunately, as Mr. Chee knows because he is the one who converted Firefox's NoSquint extension to a SeaMonkey extension, SeaMonkey 2.0.14 was the last version that allowed Mr. Chee's NoSquint to be installed.  But in private correspondence with Mr. Chee, he told me that he has not had time to solve that problem.
