When people reply to a Bugzilla email, often they forget to delete the "original message" at the bottom of their response. This makes a complete mess of the Bugzilla comments database.
This problem is especially common among new, unsophisticated or casual users of Bugzilla. It is those same users that often benefit the most from the incoming email feature.
The proposal is to automatically truncate the end of an email message that, in the case of Microsoft Outlook, usually begins with the string "Original Message" . If this code is invoked, an email should be sent back to the sender to warn them that the truncation occurred.
For extra credit, I would like to see a system preference for this feature so that it could get rolled into the main source tree. The preference would have the following options:
Enable/Disable
Truncation Strings
Truncation Warning email text
The incoming email feature is extremely useful, it just needs a little fine tuning.
Reproducible: Always

Note that we should only truncate if it's quoted text all the way down after the matching line.
The matches would just be a series of regexes that match the common text that starts at the top of replies.

This patch should contain a regex which:
1. Detects a few common "start of quote" markers.
2. Checks that lines after that start with a '>' or are all whitespace.
3. Disregards previous rule past a '--' signature marker.

Adds run-time flags to control behavior, cleans up various notifications.

Remove quoted content at end of a reply in email_in.pl
In no way do I want to keep this from going in, but I'd really love to see this being localizable.

Ok, Michael, I hope you don't mind I'm asking for review for you.

Marc: I agree with you about localizability; we should be able to put regexes in messages.html.tmpl or strings.txt.tmpl.

Remove quoted content at end of a reply in email_in.pl
I don't think we need to reply to the sender that the quoted text has been removed. This should be done silently, which would fix the localization problem.
