open about:config and check the value of importBookmarksHTML and smartBookmarksVersion please
importBookmarksHTML is true
smartBookmarksVersion is not present
If I change importBookmarksHTML to the default value and restart firefox, then I have:
importBookmarksHTML is not present
smartBookmarksVersion is 1
My bookmarks bar has been reset but the problem seems to be fixed
