Details

On OSX, open the Manage Bookmarks window and click on the File menu - there is an "Import" but not an "Export" item.  The only place I could find the import/export functionality for bookmarks is on a toolbar button pulldown menu - it should be somewhere in the menu bar.
which version of Firefox are we talking about?
Confirmed on both 3.0 and 3.5.  The File > Import... menuitem is present in the browser's menu bar also, and in fact it imports all settings, not just bookmarks.  The import/export menuitems from the Library's toolbar act on bookmarks HTML only.  Maybe File > Import... should be replaced with the Library-specific import/export.  FWIW the Library has no menu bar on Windows and Linux.

I'm using Minefield right now, same problem.
Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h".

In Thunderbird 3.0b, you do that as follows:
Tools | Message Filters
Make sure the correct account is selected. Click "New"
Conditions: Body   contains   places-to-b-and-h
Change the action to "Delete Message".
Select "Manually Run" from the dropdown at the top.
Click OK.

Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter.

Thanks for pointing this out! 
I believe now both menu items: exporting and importing bookmarks, are supported on Bookmarks window on FX 9.0 and higher versions on Mac OS. 
Open the Bookmark library window from menu bar, the Star icon menu has the "import bookmarks from HTML" and "Export Bookmarks from HTML". 
In this case, I believe this problem has been solved.
