Details
While the user is dragging the scrubber thumb (ie, in a mousedown state), the video should be paused. We want to show frames as the thumb is dragged around (subject to some of the constraints in bug 476984?), but if the user holds the thumb at a certain position we shouldn't be trying to play onwards from that point (which is part of the cause of bug 493508).
Note that YouTube, Vimeo, and Quicktime Player seem to work this way.
