We seem to get a number of people who reply to a few forum threads but never participate more actively in the community. To get more first-time helpers involved and using our community resources, we should present a welcome message to forum contributors the first time they propose a solution. When a newly registered contributor replies to a thread with a category of "proposed solution" or "requesting more information", a welcome message should be shown at the top of the next page. This message should thank the contributor for their valuable contribution to the project, invite the user to participate in community discussions (#sumo, contributors forum, Support Firefox Day, etc), and link to pages on helping with the forum, how to contribute, and the contributor home page.
I like it! I'm not sure we should only do this for registered contributors. Can we show it based on a cookie so that everyone who replies with a proposed solution or request for more info sees it? Here's some text: Thanks for helping out with Firefox Support! Contributors like you help over ten thousand Firefox users a month. Want to get more involved? [Register] or [log in] and take part in our active and lively community. Also, check out [these other ways] you can contribute.
Yeah, my thought is to do it for anonymous users only. If they've registered we should just assume they're active contributors. In the future, when we will make it even clearer that only contributors need to register, this will be more accurate. So for anonymous users we can just send them an email to "tempt" them to get more involved. Hence, I would remove the "log in" link and make up a bit longer email with "get involved" information.
Not sure why this is a 1.1.1 bug (I can't seem to figure out how to see the full Actions history of a bug in bugzilla anymore), but as we discussed in the sumodev meeting, the 1.1.1 milestone is primarly meant as a maintenance release for l10n. Moving this to 1.2.

We are already sending people emails where we explain to them that they can become part of our community, when they start watching a thread, or comment in a thread. That seems to be a much better time to notify people of the nature of SUMO. Feel free to reopen if you disagree.
