We put shark builds directly into the nightly/latest-$branch/ for m-c and hg friends, so this is just parity for 3.0. Staging is currently idle so the change there is just keeping them it in sync with production. Untested, what could go wrong!

Also put
export MOZ_PKG_SPECIAL="shark"
in the mozconfig, so the upload doesn't collide with the non-shark build.
