old mozregister.dat file is created just after pressing install

Details
I just read that the profile registry file changed name:
news://news.mozilla.org/3998CB14.A6D8DDD6%40netscape.com
but just after pressing "Install" in the installer, the file
c:\winnt\mozregistry.dat" is created. Is this somehow packed inside the
installer?

This is a duplicate of remaining work for bug 46320 which is the bug to remove
the file. The message was that the profile stuff was moved out, but the bug in
its entirety has not been fixed.
