following up from bug 480317 where Brad introduced plugin a11y support on Linux, his patch shown windows a11y plugin implementation is not very robust (you can follow review comments of bug 480317 to catch up worse things). As well it would be nice to create cross platform code to use it in nsAccessibilityService without ifdefs if possible.
