It'd be nice to users to make them disable whineatnews output if they're not inerested in by more fine-graned way than disabling all mail from Bugzilla.
Attached is the trivial patch adding this.

I'm pretty much in agreement with LpSolit. In fact, I'd think that we should make whineatnews go away and replace it with functionality necessary for it inside whine.pl, if we don't already have that.
