See https://wiki.mozilla.org/index.php?title=QA/Topcrashes&oldid=135859 under user32.dll Multiple plugins cause this crash but all user32.dll crashes are plugin related it looks like. So we just have to disable plugins (this is possible in safe mode in 3.5, investigating workaround in 3.0)
Disable plugins and then what? in 3 the plugins folder can be renamed. Depending on which plugins are the problem that should be the same as disabling them.
Do most plugins still install into the plugins folder in Program Files/Mozilla Firefox/ ? Yeah, I wish we had better steps but this is a really common cause and we know at least the names of some of the plugins so it feels like we SHOULD be able to do something about it.
