Clicking "bookmarks" in toolbar brings up the dialogue box for "Edit this bookmark" instead of my list of bookmarks.  If I select cancel the box disappears and then clicking "Bookmarks" in the toolbar a second time bring up the list.  After I have gone through this routine a couple of times it seems to begin working correctly until I close the browser.  Upon starting the browser again the problem comes back.

1. Click "Bookmarks" in th toolbar.

Actual Results:  
The Dialogue box "edit this bookmark" comes up with blank as the url.

Expected Results:  
The list of bookmark should have appeared.

I have three machine in this area, two desktops and one laptop, all running Windows XP service pack 3 with all patches current.  This problems occurs consistently on one of the desktops, I've never seen it on the other two machines.
