Download will fail due to harddisk full. But all the download will not start even after I clean the disk.

Reproducible: Always

Steps to Reproduce:
1. Start download, and the harddisk become full
2. Download failed
3. Clean up the harddisk for enough rooms
4. Download another file / resume the failed download
Actual Results:  
Download never start again

Expected Results:  
Download can resume
Status: UNCONFIRMED → RESOLVED
