Several Smartbook platforms will ship with 256mb / 512mb of system memory.
This is a task tracking bug to add a feature that allows Firefox to artifically limit the number of open windows or tabs to a controlled setting, preventing end consumers from running into out of memory issues.

For Fennec we plan to through out tabs on memory pressure rather than place a limit on the number of tabs.
We may be able to do something like bug 451670 in Firefox as well; if we kept the tabs around but just threw away their content (and reloaded if the user tried to switch to them) that would help a lot here.

The original intention of this bug is no longer valid. Also, there are some prefs for limiting memory usage already available, notably cache, images, and js.
Feel free to reopen if you think this bug is still valid.
