For running release automation, we need a shipped-locales file to be present (and containing all locales we ship for a given release) for the to-be-tagged new code as well as for the last release tag before that (to determine for which locales we need to ship updates).

en-US is always present in shipped-locales, so let's start with it.
Neil, can you give me a rs for managing that list as needed for releases, and also the permission to add the attached version to the 2.0a3 release relbranch/tag as well so that release automation can find what it expects?
