This is by design, and has been previously debated. The assumptions and rationale for the current solution are: -History as a concept is now defined to include any data that is implicitly collected as browse the Web (which includes things like cache and cookies in addition a list of URLs) -The percent of users who know what a cookies is is smaller than the percent of users who know what history is (although both aren't completely mainstream) -Cookies are an implementation detail and worth abstracting away from main UI (a history of not doing isn't really justification for continuing to do it) -There is value in reducing the information density and giving the user a single choice. Additional options reduce the discoverability of the main choice since attention is a zero sum game. -Anyone who has previously modified their cookie settings will automatically see the full custom UI and will have direct access to the preferences.

The challenge is that when setting up a new profile History will be automatically saved. It took me ages to find that I have to change the history saving preferences to be able to control the setting for third-party settings. The final bullet point is not true. If I modify that I don't see it. I would suggest that at least you add some explanation to what history include in a text beside the setting. This can help users to know that by modifying this option they can get access to settings for controlling Cookies access.
