500818 - Suggest swapping Create Bookmark button and Manage Bookmarks button

Currently, the button to create a bookmark is located on the right sidebar while the Manage Bookmarks button is on the location bar.  This seems backward to me for a couple of reasons:

1. It is not historically accurate and therefor unexpected.  People are used to Create Bookmarks being in the location bar.  Not to compare a mobile browser with a desktop browser, but in Firefox, creating a bookmark is in the location bar and Manage Bookmarks is tucked away in the Bookmarks menu.  You may find people asking "where is the feature to create a bookmark?"

2. Creating a bookmark is probably performed more often than Managing Bookmarks.  It makes more sense to have common functions up front.

3. Creating a bookmark is a site-specific action and should be as close to the location bar as possible.

I suggest a "better" location for the Manage Bookmarks button may be above the Settings button in the right sidebar and the Create Bookmark button be placed where the Manage Bookmarks button is currently.
