In Tools->options->applications -- selection application from a dropdown and using the mouse scrollwheel will not allow the mouse to make a selection from the dropdown menu.

Reproducible: Always

Steps to Reproduce:
1.  under 'action' for any filetype, click selection bar once so dropdown opens up. i.e. MPEG4
2.  WITHOUT making a selection (the dropdown is still open), use mouse scrollwheel to move down list.
3.  mouse cursor now cannot choose application program, but if you move the mouse back where the dropdown originally was, it will work.
Actual Results:  
you are not able to select the dropdown menu when rolling the mouse over

Expected Results:  
you should be able to select the appropriate program per file type.

This is a general problem for menulists on all platforms. Moving to toolkit.

This still happens on trunk, and the menupopup detaching from the menulist was rather odd as well (which happens whether you scroll on the menupopup or outside of it).
