STEPS TO REPRODUCE:
1. Sacrifice a chicken on a Friday. I have no clear way to reproduce this.
2. Open prefs.
3. Switch pref panel, e.g. to 'Colors'.
ACTUAL RESULTS:
The panel comes up with some radio buttons and check boxes, but no labels.
4. Move the panel off screen and back again.
The panel contents are repainted, and the labels return.
TESTED WITH:
Windows 2000, commercial build 6.0.18.2000082313.
I cannot reproduce this reliably. However, Sarah can attest to it occuring,
since she saw it.
I can't reproduce the no-labels-in-radio buttons. But I managed to get the
labels in checkboxes to disappear in the colors panel, win98, 082308:
1. Edit > Preferences
2. "Colors" (all should be well so far)
3. "Themes" (or any other place, let's just leave it at this for consistency)
4. "Colors"
Notice the two checkboxes no longer have labels. I'll attach a screen shot.

Confirmed Win32 2000082313
Open Prefs. Click on panels. Click on Appearance. Note there's no text for the
checkboxes.
Repeatable (easily)
Text comes back on a resize until you switch panels; if you come back it's gone
again.

Another way to do it (Note: ALL these steps are required)
Open Prefs.
Click on appearance.
Click on another panel (Color)
resize larger
Click on appearance.

Sarah, it's not. :-) Thanks! (And me who keeps complaining about people who
file dupes -- Sarah cc'ed on that other bug for heaven's sake! D'oh!)
