Using FF 3.5 on WinXP, fresh install of everything. Reproducible on other installs of XP SP3

In Options->Main, "Show my windows and tabs from last time" is selected.
History is NOT cleared between each session in the History Settings.

Upon closing of FF with *any* number of tabs, FF reloads to the "Home Page" as specified in Options->Main. If no Home Page entered, then to the default FF webpage.

Reproducible: Always

Steps to Reproduce:
1. Enable "Show my windows and tabs from last time" on WinXp SP3 with FF 3.5
2. Open any number of tabs.
3. Close FF.
4. Reopen FF -- no tabs are reopened.
Actual Results:  
Home Page or FF default page opens regardless of number of previous tabs open.

Expected Results:  
FF should open with the tabs that were previously opened. This was the expected behavior from 2.0 and 3.0.

Installed addons -- all updated to latest version:

Adblock Plus 1.0.2
Flashblock 1.5.11.2
Forecastfox 0.9.10.1
Foxy URL 1.0
Google Gears 0.5.23.0 --- NOT COMPATIBLE WITH FF 3.5, not enabled. Unable to uninstall.
Google Redesigned 0.3
Microsoft .NET Framework Assistant 1.0 --- NOT COMPATIBLE WITH FF 3.5, not enabled. Unable to uninstall.
Move Media player 1.0.0.071303000006
NetVideoHunter 0.4.2

You say this is a fresh install, yet you have numerous add-ons. There a couple things you can try.

1. Try to reproduce in Safe Mode. http://support.mozilla.com/en-US/kb/Safe+Mode
2. Disable all add-on and see what the minimal set of add-ons installed will cause this problem to reproduce
3. Try to reproduce in a new profile. http://support.mozilla.com/en-US/kb/Managing+profiles
As stated in the comments, this occurs on other installs. I did not clarify -- it occurs on installs with 0 plugins as well as those.

Plug-ins or extensions?  Can you try to reproduce in safe mode?
