There is a bug in the SMTP module of Email::Send 2.196 that prevents Email::Send from ever getting a list of recipients to send to.  This means that anyone with this version that uses SMTP as the mailer method will be unable to send emails.

This version, 2.196, of Email::Send should be blacklisted.

Reproducible: Always

Steps to Reproduce:
1. Install Email::Send v2.196
2. Set mailer to SMTP and turn on SMTP logs
3. Send email
Actual Results:  
Apache error logs will contain an SMTP error that "RCPT command required before DATA", and all outbound emails will fail.

Expected Results:  
Emails should successfully be sent.

2.196 is the only one that people have reported Bugzilla problems with.
