Dao says there's a pref for this, we should disable this for Windows CE since it seems there's a feeling it's not ready to ship. There was also talk of globally disabling it for 3.6?

The pref for the Ctrl+Tab shortcut is browser.ctrlTab.previews. It doesn't affect the All-Tabs panel, which I know doesn't fit small screens. Bug 465076 is/was expected to fix this.
The latest patch in bug 465076 also adds browser.allTabs.previews.

Verified fix on Mozilla/5.0 (Windows; U; WindowsCE 6.0; en-US; rv:1.9.2a1pre) Gecko/20090804 Minefield/3.6a1pre.   browser.ctrlTab.previews set to false on default.
