I ran fennec, then hit the home button and closed fennec using the task manager.  I then re-launched fennec and wound up in this situation.  I've seen it a few times and the real pain of it is you can hardly see the address bar.

can you reproduce it in other ways, or is it only when you follow those steps above?

Maybe Fennec hasn't fully closed before you relaunch.

Also, is the screen pannable?

As far as I can tell Fennec had fully closed.  I had the debugger attached and saw it close out.

Its pannable, but the title bar is basically over the fennec window, so that's as far as I can pan up.
