STR:
* Open editflagtypes.cgi
* Set a filter (product = Bugzilla, for example)
* Open a flag on page
* Do stuff
* Save flag
* (Returned to editflagtypes.cgi)
* Filter is now empty and all flags are shown
* Have to refresh page for filter to show up

It's more an enhancement than a bug. I didn't implement such a thing, so it's not broken.

Hum, wait, there are two bugs here. One about the lists to be empty, and one about remembering what the filter was set to. The first one is a bug, then second one is an enhancement.

Let's focus on one thing only, the filter not being saved. I have a fix for the empty lists which I'm going to attach to a separate bug.
