I don't think the titlebar is necessary, all it does is waste vertical space.

Here's what I suggest:
1. Away with the Title bar, move min/max/close buttons to navbar's far right side
2. The page title goes into address bar, and replaces the URL there
3. The URL is visible on hovering on the address bar, where it can also be selected/changed as normal.

This is essentially implemented. In Firefox 4, if the menu bar is diabled and the tab bar is on top (i.e. the default), the tabs will appear in the title bar when Firefox is maximized.

This works ok on Windows, but on linux the window bezel apparently can't be merged on the application working area itself. Although chromium-browser does this, somehow.
