Disable the "report a broken website" on error pages

Details
After reading http://blog.mozilla.com/metrics/2009/07/29/comparing-different-types-of-broken-web-sites/ it sounds like the reporter should be disabled on error pages to help limit the number of reports based on website issues like the error being down or the connection timing out. Reporting those does no good for analyzing potential problems in Firefox.
Maybe not disable it for all error pages but at least 403 and 404 pages

Hold on changing this please - we're working on changes to the Broken Site Reporter that would still make this data available for use but wouldn't confuse the two functions.
The report a broken website feature has been removed so closing this as invalid.
