We shouldn't include duplicate or otherwise locked threads into sumobot's thread search, as those can't be answered anyway.

Patch to hide locked questions based on showlocked parameter, defaults to showing locked questions if user has the ability to lock a question, otherwise defaults to hiding locked questions.
