When I try to download anything, there bar at the bottom of the screen says "One active download (Unknown Time Remaining)". When I open the download manager, there are no downloads displayed

Reproducible: Always

Steps to Reproduce:
1.Start downloading something

Actual Results:  
The bar at the bottom of the screen will read "One active download (Unknown time remaining)" and if you go into download manager, there will be no downloads displayed

Expected Results:  
The bottom bar should display "One active download (%Amount of time remaining%) and the download manager should display the download
Status: UNCONFIRMED → RESOLVED
