Build id: Mozilla/5.0 (X11; U; Linux armv6l; en-US; rv:1.9.3a1pre) Gecko/20090821 Fennec/1.0b3pre Steps to Reproduce: 1. Go to a site with enough room to pan 2. Pan that page and do not release 3. Wait until the panning has come to a complete stop 4. Wait 1/2 - 1 second 5. Release your stylus/finger Actual Results: There will be a slight move Expected Results: No move should occur if panning has stopped.

I believe this to be caused by very small kinetic scrolling.

The erratic panning patch addresses this issue for me. Adding as dependency.
