Steps to Reproduce:

1. Go to a site with enough room to pan
2. Pan that page and do not release
3. Wait until the panning has come to a complete stop
4. Wait 1/2 - 1 second
5. Release your stylus/finger

Actual Results: 
There will be a slight move

Expected Results:
No move should occur if panning has stopped.

I believe this to be caused by very small kinetic scrolling.
Blocks: 504390
The erratic panning patch addresses this issue for me.  Adding as dependency.
