Summary: "perms" / permissions link while logged in as an Admin is a 404 (broken link)

STR:

1. Log in as an Admin
2. Load, say, https://support-stage.mozilla.org/en-US/kb/Cannot+clear+Location+bar+history?s=location+bar
3. Click on "perms" under "Actions"

Expected:

Doesn't work on prod either (:-(), so I don't know...

Actual:

The requested URL /tiki-pagepermissions.php was not found on this server.
Apache/2.2.3 (Red Hat) Server at support-stage.mozilla.org Port 443

Do we use this feature at all? I'd guess since it's not even a valid URL, we don't. This patch removes it.

Since there are too many for 1.3, this can be in 1.4.

We're not using it, but there is a patch  that upstream TikiWiki might need.

We should still remove the link from our templates, IMHO.

I doubt this is a tiki bug. tiki-pagepermissions.php never existed.
