512160 - Port PHP Rewrite of missing.pl to new SVN-based site

+++ This bug was initially created as a clone of Bug #510002 +++

Now that missing.pl has been re-written with PHP, we need to port it over to the new PHP/SVN-based site. I'm told this should pretty much be a straight copy, but it will be better done by someone with more knowledge of the current setup.

Maybe I need to give it some more time, but I'm not seeing the expected redirect to the archive site yet.  For example,

http://www-stage.mozilla.org/unity-of-interface.html

brings up a 404 instead of 

http://www-archive.mozilla.org/unity-of-interface.html

This code won't work on www-stage due to how it's setup. Steven tested it locally, though, so it should be good. Once the new site is live, this will work.
