Actual Results: the installer will pop up and ask if I want to install the update not continually ask to update/install the new Firefox version after it has already been installed

Well, your UA says you are using 3.0.11. What is it prompting you to update to?
Please attach the last-update.log after this happens along with the updates.xml file. If you've installed under program files these will typically be located under %LOCALAPPDATA%\Mozilla\Firefox\Mozilla Firefox\ and the last-update.log is inside the updates directory. The updates.xml may also be located in your installation directory and the last-update.log is inside the updates directory.
Please attach the last-update.log along with updates.xml as mentioned in Comment 2. Without that file we won't be able to go any further.
