51242 - Unable to select any items under 'preferences' after opening a local file

1. Launch Netscape 6.
2. After an url netscape 6 shows up, go to Preferences and make
   sure anything under preferences can be selectable.
3. Open up a local file (can be a regular text file).
4. Check the preferences again. Note that the UI for any item that you select
from preferences such as fonts, themes, etc... do not show up.

NOTE: This problem only happens under Windows.

weird! i cannot reproduce this on winnt, using 2000.09.05.04 (opt comm bits), at
least with the classic theme. what theme are you using, and have you been able
to repro this with a more recent build?

am gonna mark this wfm --pls reopen if you could repro on a more recent build.
(it might be win98-only...)

This bug seems to be fixed. However, another bug will show up.
