I can't keep track of all the bugs related to the display of unescaped UTF-8 URLs, and the dependencies between them are not clear, either (what patch where will add the method used to fix UI bit x or y).  Especially if this feature is not finished for 2.0, it would be useful to have a central location for tracking them.

For reference, early FIXED bugs for this feature were:

387312 - Decode/unescape UTF-8 URL fragments in the location bar
466117 - Display URLs in autocomplete as unescaped UTF-8
468255 - Pressing Esc when editing in the location bar containing unescaped UTF-8 restores escaped view
475210 - URLs in tooltips need to be unescaped

This bug has been buried in the graveyard and has not been updated in over 5 years. It is probably safe to assume that it will never be fixed, so resolving as WONTFIX.
