We're not setting the winmo environment for make installer, so VSINSTALL points at the d:/msvc8 copy of cabwiz when we create the cab file. No known bug here, just going for consistency for compile and package tools. Spun off from bug 511662 comment #11.
Going to take this for a run in staging before requesting review.

This patch does the trick but it requires a buildbot restart to get picked up - a reconfig doesn't update the factory. Any thoughts catlee ?

WinMo builds moved away from cabs to a custom installer in bug 502933. WinCE builds already use the msvs9 copy of cabwiz.
