Details

Global preference setting and locking needs to work for the DOD and some other
big enterprise customers who are interested in 5.0.  Therefore, correct handling
of the netscape.cfg file is required.  (Bug 2828 covers changing the name of the
file to something mozilla-ish.)

Shouldn't the component be libpref, and hence assigned to me? I have another bug:
