I think a regression from bug 352093.

The select drop down arrow down button was always a bit wonky, but it seemed to react more to clicking than it does nowadays, anyhow.

Also, scrolling doesn't work, while keeping the mouse button pressed on the up or down arrow button of the scrollbar in the select drop down popup, which you when you open up a select drop down.

This bug is fixed by the patch on Bug 513684.
