1.Create a challenge with
start date=3/20/09
end date=3/21/09
vote cap date=9/30

2.Go to the challenge detail page(http://mcc.stage.mozilla.com/challenges/10)
3.Notice the user message

expected result:
user message informs that the challenge is closed

actual result:
user message says-

Submit your designs before March 21, 2009 at 11:59:59 PM PDT (GMT -7 hours).

Voting ends September 30, 2009 at 11:59:59 PM PDT (GMT -7 hours).
