514242 - pull in a couple of upstream buildbot changes

Description

We need to pull in:
* catlee's maxTime patch
* my Change Properties patch

The former is for unittests on debug builds, the latter for centralized HgPolling.

Should be the following changesets:

Indeed, MOZ_DEBUG_SYMBOLS=1 is not set:

nor in http://hg.mozilla.org/build/buildbot-configs/file/tip/mozilla2/win32/mozilla-central/xulrunner/mozconfig

and probably every other branch, too.

All of the moz2* and try* Linux and Mac slaves have been updated, except try-mac-slave02 (which is down). The windows slaves will be upgraded any minute now. The masters (talos-master, pm01, pm02, try-master) have been upgraded.
