Details

When apprunner.exe is opened a dos window appears. Then another window where the browser is going to go appears but doesn't load anything in the window. The computer just grinds away. After about 5 minutes parts of the tool bar will appear. It's terribly slow. Viewer.exe will however load fairly quick.

I believe that this has been fixed for the released m4.

This is an old bug. The final M4 release for Win32 start just fine.
Moving all Apprunner bugs past and present to Other component temporarily whilst don and I set correct component. Apprunner component will be deleted/retired shortly.
