This applies cleanly back to 3.2, so we might as well check it in as far back as that (though technically nobody should be doing a new installation of 3.2 at this point).
Target Milestone: Bugzilla 3.4 → Bugzilla 3.2

But you could still upgrade CGI while still using 3.2.
