Steps to reproduce:
1. Open http://bugzilla.mozilla.gr.jp/attachment.cgi?id=3920
2. Click "test"
3. Open View -> Toolbars -> Bookmarks Toolbar and click "Bookmarks Toolbar"
Actual result:
Can change the state of "Bookmark Toolbar" checkbox
Expected result:
Cannot change the state of "Bookmark Toolbar" checkbox

After a restart the toolbar is gone. So it has a function, but more in the future.
