51863 - Tabbing through text forms stopps halfway

This is with 2000-09-07-21/Linux.

Go to the given URL and hit as many times TAB as possible.
(I need to click somewhere on the page to get tab working, else I
select/deselect/select/... the contents URL bar).
The first tab brings me to the first link (regardless of the scoll possition).
After 15 tabs I'm stopped.
Going back works: 14 tabs later I'm at the first tab.
One tab later I'm somewhere. One tab again I'm in the URL bar (at the end,
another tab removes the cursor into the nirvana and tab brings it back to the
urlbar).

Expected: I can tab more than 15 times.

(In general: Tabbing to and from the URL should work and there shouldn't be a
nirvana (sorry not ment religiously); moreover tabing should start on top of the
current view (I think).)

Thsi si a dup of a bug I have recently seen, and it is assigned to someone else 
at the moment.

Marking this as a dup of bug 54406 (unable to tab btwn links in www.mozilla.org).

The url links to a page with links on it.  I do not see any text form controls.
But tabbing does stop after a few tabs.
