Most keyboard accelerators are not working when keyboard layout is switched to not EN layout. For example, if my keyboard is in EN layout I can use 'Alt-F N' keyboard sequence as equivalent to 'File-New' menu item. When my keyboard is switched to RU layout pressing the same keyboard sequence brings the File menu, but not advance to the New submenu (so, top level menu keyboard accelerators are working as expected in both keyboard layouts, but the lower menu items accelerators are ignored in not-EN layout).
The one-key keyboard sequences are not working in RU keyboard layout as well. For example, I can type 'Ctrl-N' in both keyboard layouts to open new message window, but keyboards shortcuts like 'J', 'N', 'M' etc are working only when keyboard layout is switched back to EN.

Anything in tools -> Error console ?
Does the same thing happens in Firefox ?

In Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9.3a5pre) Gecko/20100502 Minefield/3.7a5pre (when switched to RU layout) I see issue #1, but not #2.
Please file #2 separately if you can reproduce it on a trunk (Shredder) build.
For issue #1 I couldn't an exact duplicate; bug 87253, bug 177508 are related.

The both issues are fully reproducible on Mozilla/5.0 (Windows; U; Windows NT 6.1; en-US; rv:1.9.2.5pre) Gecko/20100505 Lanikai/3.1pre.

The bugs https://bugzilla.mozilla.org/show_bug.cgi?id=87253, https://bugzilla.mozilla.org/show_bug.cgi?id=518786 and https://bugzilla.mozilla.org/show_bug.cgi?id=177508 are here for around a ten years... If there is a chance they will draw a developers attention? Should they be combined in a single bug?
