If the work from bug 502933 ends up being the official way of providing and installer for WinMo devices we should be able to provide a localized solution.
Please modify description or wontfix it if this is incorrect

The new exe installer will be localizable through modification of mobile/locales/en-US/installer/setup.ini file.

That will still require work on the l10n package generation to actually generate those .exe, as we're not compiling our l10n builds, but repackage our en-US binaries.
That is what the part about "not require compilation" in bug 502933 comment 13 is about.

This does not require compilation.
It is just a matter of providing another setup.ini and packaging it into the .7z archive.
See the "Additional patch for the mobile tree" in bug 502933 - it contains the .ini file and the change to the packaging makefile.

This year we mothballed windows mobile development. See:
