I've spun a release candidate and pushed it to the distribution site <https://people.mozilla.com/~cbeard/personas/dist/personas-1.3rc1.xpi>.  I'm waiting for the website to start working consistently again before announcing it.  Once the site is back up, I'll announce the release candidate in a post to the discussion forum <http://groups.google.com/group/mozilla-labs-personas> and a blog post to the Personas blog on labs.mozilla.com.
