Piping in a shipped-locales file for 3.6 Beta 1.

Just trying this for the lack of a better idea, adding explicit platforms for en-US to include regular desktops and wince.

The attached shipped-locales isn't final yet in terms of locales in this release.

Turns out this doesn't work for me, so just leave the platforms off and I'll figure something out.

Something needs landing here, putting this on the beta blocker triage list.

To make this clear, changing the overall format of shipped-locales is not an option for Beta 1, unless we slip the schedule for it.

I'm marking this FIXED and fixed1.9.2 beta 1.

I might take the liberty to land further updates if I get some, but the current status is fine so this can move off the blocker list.
