Details
There's too much manual editing and mistakes with putting all our URL routing into an apache conf file. We should move to .htaccess files like AMO & mozilla.com.

We can try allowoverride all, but if we run in to performance issues we might need to go back to None.

No new pages incoming that we know of, using apache conf for now is fine by me.
