User-Agent: Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10_6_1; en-us) AppleWebKit/531.9 (KHTML, like Gecko) Version/4.0.3 Safari/531.9
Build Identifier: Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.6; en-US; rv:1.9.1.3) Gecko/20090824 Firefox/3.5.3

It looks like if page served over HTTPS has any "data:..." URLs in it, this page got marked as "partially encrypted".

Reproducible: Always

Steps to Reproduce:
1.go to URL provided
2.
3.
Actual Results:
"lock icon with exclamation sign" in status bar

Expected Results:
"lock icon"

I do not think it is platform related. FF on XP behave the same way.
